Islamabad, Dec 30: Kuwait has implemented new regulations requiring the equivalency of engineering qualifications to obtain or renew work permits in engineering professions. These measures, outlined by Public Authority for Manpower (PAM) Director Marzouq Al Otaibi, aim to standardize professional standards within the private sector and ensure compliance.
Key Requirements:
- Initial Recognition: Applicants must submit a recognition request through PAM’s electronic portals before applying for a work permit.
- Accredited Qualifications: Work permits will be issued only to graduates from accredited Kuwaiti institutions or those whose qualifications are certified by the Kuwaiti Ministry of Higher Education.
Guidelines for Engineers:
- Existing Engineers: Engineers registered with PAM by September 8, 2024, can renew or transfer their permits, with a temporary profession registration until full equivalency is achieved.
- New Engineers: They require initial recognition from a specialized committee, granting a temporary two-year registration to complete the equivalency process.
- Special Cases: Engineers whose qualifications are not recognized can transfer to non-engineering roles. Government employees transitioning to the private sector must provide proof of prior registration in an engineering role. Family members, business partners, and visitors entering engineering roles must secure committee approval for temporary registration.
Compliance and Accountability: Failure to complete the equivalency process within the designated timeframe may lead to reclassification to non-engineering professions. Both employers and engineers are responsible for ensuring compliance. PAM emphasizes that these regulations are in place to uphold professional integrity and maintain consistent standards in the engineering profession within Kuwait’s private sector.
