Islamabad, Aug 11, 2025: Kuwait Visa on Arrival has been officially made available to all expatriates residing in Gulf Cooperation Council (GCC) member states, as announced by Interior Minister Sheikh Fahad Al-Yousef Al-Sabah.
The new rule, published in the Kuwait Al-Youm official gazette on Sunday, is already in effect and allows eligible travelers to obtain the visa at any port of entry.
Under this updated policy, visitors can receive a 90-day tourist visa, provided they hold a valid residency permit in Saudi Arabia, the UAE, Oman, Qatar, or Bahrain with at least six months remaining before expiry. This reform abolishes the 2008 regulation that only granted visa-on-arrival access to specific professions like doctors, engineers, and executives.
By expanding access, Kuwait aims to welcome nearly 25 million foreign residents from across the GCC with greater ease. Citizens from numerous European, North American, Latin American, and key Asian nations — such as China, Japan, South Korea, and Singapore — have long enjoyed similar entry privileges.
In the past 15 months, the Gulf state has eased several visa requirements to attract more visitors. Initiatives include relaxing family visa rules, permitting hotels to sponsor guests, and streamlining company procedures for inviting foreign business partners.

This policy shift also follows job market developments. The Overseas Employment Corporation (OEC), operating under Pakistan’s Ministry of Overseas Pakistanis and Human Resource Development (OP&HRD), recently announced new employment opportunities in Kuwait. With the labor market seeking skilled professionals from Pakistan, experts say the Kuwait Visa on Arrival policy will further strengthen workforce mobility and tourism growth in the region.
