Islamabad, Apr 14, 2025: The National Database and Registration Authority (NADRA) has recently issued a key statement to clear up confusion regarding the issuance of birth, death, and marriage documents.
NADRA officially clarified that Union Councils manage all entries related to births, deaths, and marital changes under the laws of the respective provinces.
These councils are primarily responsible for collecting and maintaining these vital records.
Based on the information provided by these Union Councils, NADRA prepares and issues identity-related documents such as CNICs, B-Forms, and family registration certificates under federal regulations.
NADRA released this statement after a viral video circulated on social media. In the video, a citizen appeared shocked to discover that NADRA’s records listed him as dead.

NADRA explained that a family member had reported the deceased status to the relevant Union Council, not NADRA itself.
The authority emphasized that it plays no direct role in recording vital life events such as births, deaths, or marriages
. Its duty is to process and issue national identification documents using the data submitted by Union Councils.
NADRA further shared that over 7 million death entries have been recorded in Union Councils nationwide.
However, in many cases, families have not followed up with NADRA to either update records or cancel the deceased individual’s identity card.
To address this, NADRA has sent SMS notifications to affected families, urging them to visit the nearest NADRA center.
If the reported death is accurate, authorities must cancel the CNIC promptly to avoid future complications.
If the death entry is incorrect, the family must contact the relevant Union Council immediately to correct the error in the civil registry.
This reminder underscores the importance of keeping personal and family records up to date with both the local Union Councils and NADRA to ensure accurate data across all national systems.
