Islamabad, Sep 11: The National Electric Power Regulatory Authority (NEPRA) has approved capacity payment worth Rs.560 billion of the Independent Power Producers (IPPs) for the fourth quarter of the fiscal year (April-June) 2023-24.
According to a document obtained by Bloom Pakistan, the Central Power Purchasing Agency (CPPA) has submitted the plant wise claims of the capacity payments of around 101 Independent Power Producers (IPPs) along with their utilization factors for the period of April to June 2024.
Invoices of all Capacity Purchase have been processed in accordance with rates, Terms & Conditions as determined by NEPRA under the 1994 Power Policy Plants and 2002 Power Policy Plants, the authority mentioned in the document.
According to the sources, the DISCOs sold 110 billion units against 125 billion units produced by producers in the country during the last fiscal year. The transmission losses were recorded around 11.77 percent during the last fiscal year.
The NEPRA has estimated average cost of Rs29.78 per unit including Rs.7.63/unit (Rs.840 billion) energy charges, Rs17.01/unit (Rs.1874 billion) capacity charges, Rs1.37/unit (Rs.151 billion) UoSC and Rs0.67/unit (Rs.74 billion) prior year adjustments during the last fiscal year.
The data shows that the NEPRA authority has approved Rs74 billion capacity payments for Karachi Nuclear Power Plant Unit 2 for the fourth quarter of the last fiscal year. This was the highest payment claim by the CPPA of any IPP during the period.
The CPPA submitted a claim of capacity payment around Rs.16. billion along with 90 percent plant factor in April, Rs.21.63 billion with 96 percent in May and Rs.36.12 billion with 83 percent plant factor in June 2024. The authority has also approved Rs.23.5 billion capacity payment to the Karachi Nuclear Power Plant Unit III during the period.
The capacity payment was also claimed Rs.33.75 billion for the PAEC Chashma Nuclear Power Plant during the period. It would be paid Rs11.73 billion along with 61 percent plant factor in April, Rs.11.21 billion along with 96 percent in May and Rs10.61 billion with 87 percent plant factor in June 2024.
The NEPRA has approved Rs33 billion capacity payments in favor of Thar Coal Block l Power Generation Company for the quarter including Rs.10.33 billion with 34 percent plant factor in April, Rs.11.56 billion with plant 65 percent factor plant in May and Rs.11.04 billion with 90 percent plant factor in June.
The WAPDA Hydel has also claimed Rs.29 billion capacity payment during the three months including Rs6.90 billion in April, Rs12.72 billion in May and Rs9.59 billion in June 2024. The authority has approved Rs34.5 billion in favor of China Power Hub Generation Company during the period.
The company would, now, receive Rs 11.38 billion in April, Rs10.69 billion in May and Rs.11.47 billion in June 4,122,244 with zero percent plant factor. The data shows that the company did not produce single unit electricity during the period and claimed the huge amount under capacity payment.
The Port Qasim Electric Power Company will be paid as capacity payment Rs 28.6 billion during the quarter. It would be paid Rs 9.35 billion with zero percent plant factor in April, Rs9.70 billion with 7 percent plant factor in May and 9.60 billion with 7 percent plant factor.
The authority has permitted to collect Rs.28.25 billion capacity payment to the Huaneng Shandong Ruyl Energy power plant during the quarter including Rs.9.41 billion with 2 percent plant factor in April, Rs9.35 billion with 26 percent plant factor in May and Rs9.48 billion with 43 percent plant factor in June 2024.
The NEPRA has discontinued capacity payment to the Neelum Jhelum Hydropower Company from May 2024 due to forced shutdown of power plant. The government has been formed investigation committee to investigate the technical fault in the Neelum Jhelum Hydro Power Plant. The committee will submit finding report on the issue to the Prime Minister. The authority has also halt capacity paymen.
