The federal government has decided to set up modern centers for startups and freelancers under the Ministry of IT to boost digital innovation and business opportunities in Pakistan.
The plan aims to support freelancers, IT companies, and startups through shared workspaces equipped with advanced technology and networking facilities.
According to the Ministry of IT, 47 co-working centers will be established during the current fiscal year, with a broader target of 250 centers by February 2027. These centers will be part of the Prime Minister’s Startup Support Program, which focuses on providing professional guidance, training and financial support to young entrepreneurs.
The Pakistan Software Export Board (PSEB) has invited applications from both public and private institutions to collaborate on this initiative. Partner banks will offer interest-free loans of up to Rs. 10 million, helping freelancers and startups set up or expand their businesses.
The project is being implemented under a public-private partnership model, where the government and private sector will jointly cover training costs.

In major cities, the centers will span around 3,500 square feet, offering high-speed connectivity, training rooms and co-working desks. Meanwhile, in smaller towns, the focus will be on entrepreneurial training and business mentorship.
Officials believe that the National Co-Working Centers will accelerate digital entrepreneurship and create a strong base for Pakistan’s growing tech ecosystem.
