Islamabad – May 1, 2025: Leaked intelligence documents on Telegram allege RAW’s involvement in the Pahalgam attack, fueling controversy over India’s global reputation.
The leaked files, according to sources, suggest that the attack was not only orchestrated by RAW but was part of a covert operation aimed at garnering political leverage.
The documents outline a deliberate strategy to shape the narrative around the attack, framing it as a targeted assault on non-Muslims and the state.
This narrative, according to the leaked files, was planned to gain traction by blaming Pakistan’s intelligence agency, the ISI, precisely 36 hours after the attack.

However, Indian media prematurely attributed the attack to Pakistan, unintentionally jeopardizing the planned narrative and casting doubt on the operation’s credibility.
Further revelations from the leak indicate that RAW had set up media assets in Pahalgam before the incident, along with a network of over 200 fake social media accounts to amplify a false narrative.

The documents also detailed how tourists were allegedly used as cover for RAW operatives to fabricate “eyewitness” accounts, and even suggested producing blurry videos and fabricated forensic evidence to implicate Pakistan’s ISI.

The leaked intelligence also hints at a larger strategic plan, with the timing of the attack coinciding with the visit of US Vice President JD Vance to South Asia.
It appears that the operation aimed to influence international counterterrorism efforts and secure global support for India.

Furthermore, there were plans to involve separatist groups in Balochistan to create instability in Pakistan and shift international focus onto its internal challenges.
The documents also revealed a directive for Indian forces to avoid major military advances across the Line of Control to prevent diplomatic intervention from China or the United Nations.

Analysts have drawn parallels between this alleged false flag operation and previous controversial incidents, such as Pulwama and Uri, fueling concerns over the Modi administration’s potential use of such events for political gain.
