Islamabad, Aug 5, 2025: The FIA Anti-Human Trafficking Circle has arrested Mubina Qasim, the head of a private NGO, for child trafficking disguised as overseas adoption. She was taken into custody after her pre-arrest bail was turned down, following a formal complaint submitted by the US Consulate General in Karachi.
According to the FIR, Qasim led an unregistered welfare body named Hope that allegedly facilitated the illegal movement of at least 23 orphaned children between 2006 and 2015. These minors were reportedly transferred to families in countries such as the US, UK, Canada, UAE, and even within Karachi.
Despite claiming to be a charity, Hope was neither registered with the Sindh Social Welfare Department nor operated any authorized child shelter, raising doubts about its authenticity. FIA officials disclosed that the suspect used counterfeit documents—including fake guardianship papers and medical files—to apply for US visas on behalf of these children.

Most of the children were abandoned near hospitals and were later handed over to selected families through internal NGO contacts. The matter came to light after the US Consulate flagged multiple unusual adoption cases involving children sponsored by Hope, triggering an FIA inquiry.
Moreover, the FIR accuses the organization of negligence, stating the children were kept in poor conditions and given leftover meals. Authorities believe more arrests may follow as the probe deepens.
