Islamabad, Dec 31: The Pakistan Telecommunication Authority (PTA) has initiated the registration process for Virtual Private Network (VPN) service providers under a newly established framework. However, according to sources, no applications have been submitted by companies offering VPN services since the process began on December 19. Providers are reportedly reviewing the registration requirements, with applications expected within the next two to four weeks.

The new framework requires VPN service providers to register under a Class License for Data Services, facilitating local compliance. This licensing framework mandates providers to establish data centers within Pakistan, ensuring adherence to the country’s data protection laws. PTA officials have emphasized that the process is designed to enhance regulatory oversight, improve cybersecurity, and resolve issues stemming from unregistered VPNs.

As part of the licensing requirements, companies will need to pay a fee ranging from Rs. 200,000 to Rs. 400,000. Licensed VPNs provided by registered companies will be authorized for use, while unregistered proxies will be blocked to maintain compliance. The move comes after extensive consultations with stakeholders and aims to address challenges related to unregulated VPN usage.

PTA officials highlighted that the initiative is a crucial step toward improving Pakistan’s cybersecurity framework. By gaining access to user data and browsing histories through licensed VPNs, the authority aims to strengthen monitoring capabilities and better identify cyberattacks. The regulatory framework is expected to bring structure to the VPN sector and provide a sustainable approach for its growth while addressing long-standing concerns about unregulated and potentially harmful VPN activities.
This initiative aligns with PTA’s broader objectives to create a secure digital environment in Pakistan, providing clarity and stability for users and service providers alike.
