Islamabad, June 27, 2025: A recent change in the Finance Bill 2025 has introduced notable shifts in the salary structure of the federal ministers. Under the revised law, Federal Ministers and Ministers of State will now get the same monthly salary as Members of the National Assembly.
This change ends the older arrangement where ministers were on a seperate pay scale. With the new rule, their salaries will now be equal to those of MNAs, bringing more uniformity between cabinet members and parliamentarians.
Another important adjustment concerns how pay raises will now be managed. The word “automatically,” which earlier linked ministers’ salary hikes to civil servants’ pay increases, has been taken out. Instead, the law now says salary changes will be made “from time to time,” giving authorities more room to decide when and how much to revise salaries.

By approving this amendment, legislators have given themselves authority to raise salaries without relying on fixed formulas. Critics argue this undermines transparency, as future increases can be decided internally without public accountability.

However, the government argue that these changes in Finance Bill 2025 are part of a wider approach to reform how public office holders are compensated. It also adds more control and checks while maintaining uniformity.
