The private Hajj scheme 2025 is set to begin shortly, following the completion of government bookings under the official Hajj program, according to the Ministry of Religious Affairs.

Sources confirmed that private operators who complete the required documentation will soon be allowed to start Hajj bookings. The ministry has advised them to move quickly with the paperwork to avoid unnecessary delays.

To qualify, private operators must:

  • Sign a service provider agreement without delay.
  • Submit a valid certificate from the Securities and Exchange Commission of Pakistan (SECP).
  • Notify the ministry about the funds transferred to Saudi Arabia.

Only after meeting these requirements will operators receive confirmation letters which will allow them to start booking pilgrims.

Officials have further said the ministry will publish a list of approved private operators on its official website once verification is complete. Pilgrims have been urged to check this list before making bookings to ensure safety and transparency.

The Ministry of Religious Affairs has also asked private companies to submit all data and documents on time as any delay could slow down the process of issuing confirmation letters and booking permissions.

In July, the federal cabinet approved Pakistan’s Hajj Policy 2026, fixing the total quota at 179,210 pilgrims. Out of this, 119,000 seats have been reserved for the government scheme, while 60,000 are allocated to private operators.
