Islamabad, Mar 28, 2025: Russian President Vladimir Putin has called for the formation of a temporary administration in Ukraine while reaffirming his military’s objective to eliminate Ukrainian forces. His remarks come as US President Donald Trump urges a ceasefire, signaling a shift in Washington’s stance on the conflict.
Putin’s call for a new leadership structure in Kyiv reflects his long-standing ambition to install a pro-Moscow government.
His confidence appears bolstered by Donald Trump threats to withdraw support for Ukraine, which has altered the course of diplomatic engagements between Washington and Moscow.

Speaking at an Arctic forum, Putin proposed that Russia, the US, Europe, and allied nations discuss, under the United Nations’ oversight, the establishment of a transitional authority in Ukraine.
“This administration would facilitate a democratic presidential election leading to a government that truly represents the people’s will,” Putin stated.
“Only then can negotiations for a peace settlement take place, ensuring the legitimacy of future agreements.”
Since launching its military offensive in 2022, Moscow initially aimed for a swift takeover of Kyiv but was met with unexpected resistance from Ukrainian forces.
Now, over three years into the war, the Kremlin remains determined to achieve its strategic objectives.
Putin Urges Military Coup Against Zelensky
Putin also made a direct appeal to Ukraine’s military leaders, encouraging them to remove President Volodymyr Zelensky.
He has frequently accused Zelensky without evidence of being a neo-Nazi and drug addict while questioning his legitimacy as president. Ukraine’s laws prohibit elections during wartime, delaying the possibility of a national vote.
Battlefield Developments & Russian Gains
Russia’s defense ministry announced territorial gains, claiming to have captured a village in Kharkiv and retaken a border settlement in Kursk.
Putin praised his military, stating, “We will finish them off. Our progress may not be as fast as some desire, but we are steadily advancing toward our goals.”
Meanwhile, Ukraine has accused Russia of breaching its self-imposed moratorium on targeting energy sites, following multiple drone and missile strikes on power infrastructure.
The Ukrainian Air Force reported that 163 drones were launched overnight, causing fires at industrial and agricultural sites.
Putin Rejects Ceasefire, Blames Europe for Prolonging War
Despite US-backed efforts for a ceasefire, Putin has dismissed such proposals, instead blaming European leaders for obstructing peace talks.
Kremlin spokesperson Dmitry Peskov criticized the EU’s refusal to lift sanctions on a Russian agricultural bank, stating it hindered negotiations on securing Black Sea trade routes.
“If European nations refuse to engage, they signal a lack of commitment to peace,” Peskov asserted. Meanwhile, Ukraine’s top officials maintain that Russia is deliberately stalling peace efforts while continuing its military aggression.
