Islamabad, 16 Apr 2025: Saudi Arabia has rolled out stringent Hotel Rules for Hajj to ensure a lawful and well-managed pilgrimage season.
The Saudi Ministry of Tourism has officially instructed all accommodation providers in the holy city of Makkah to strictly avoid housing individuals who lack a verified Hajj permit or a valid work or residency entry pass during the Hajj period.
According to a detailed report published by the Saudi Gazette, these new directives will be enforced starting April 29, 2025 (Dhul Qadah 1, 1446 AH) and will remain applicable throughout the Hajj season.

In tandem, the Saudi Ministry of Interior has also implemented an aligned policy: individuals holding any visa category other than a Hajj visa are now barred from entering or remaining within the boundaries of Makkah during this time.
Hotel Rules for Hajj: Digital Solutions for Better Compliance
To streamline the verification process and uphold these Hotel Rules for Hajj, the Ministry of Tourism, in partnership with the Saudi Data and Artificial Intelligence Authority (SDAIA), has launched the Tasreeh Platform a centralized digital portal specifically designed for issuing and managing Hajj permits.
This platform has been seamlessly integrated with the Nusuk platform, offering a one-stop solution for issuing digital permissions to both domestic and international pilgrims.
It also allows access for essential Hajj personnel, including volunteers, workers, and operational vehicles supporting pilgrimage activities.
Tasreeh Platform: Modernizing Hajj Logistics
Key Features of the Tasreeh Platform include:
- Unified permit issuance for local and foreign Hajj attendees.
- Digital visibility of all permits through the Tawakkalna application.
- Real-time verification capability for security forces via the Maidan app.
- Direct input from various governmental bodies to harmonize the entire Hajj operation.
