Islamabad, July 7, 2025: Saudi Arabia has introduced a new categorisation system of work permits for foreign talent which will divide them into three segments: high-skill, skilled, and basic.
Minister of Human Resources and Social Development Ahmed Al-Rajhi issued the ruling. The purpose is to enhance the effectiveness of the job market and align with the ambitions of Vision 2030 and the National Transformation Program.
The new classification system was enforced for current expatriates on June 18, 2025, while new foreign employees will come under this updated framework starting July 1. A detailed handbook explaining the full guidelines of the decision has been released on the ministry’s official website.

As per the ministry, this step is meant to improve workforce efficiency, draw global professionals, and bring worldwide expertise into the Saudi workforce. It also seeks to raise operational performance, improve job matching, and encourage innovation along with advanced business models.

By classifying work permits according to skill levels, officials aim to tighten verification systems and ensure that overseas workers possess the required qualifications for their positions.
