Dubai, Mar 21, 2025: The Ministry of Human Resources and Emiratisation (MOHRE) has issued a strict warning to private sector businesses and employers regarding the employment of individuals without valid work permits.
This includes trial periods and domestic workers, emphasizing that all employees must have official authorization before beginning work.
According to MOHRE’s latest statement published in Human Resources Magazine, anyone holding a valid work permit is fully protected under UAE labor laws.
Employing individuals without proper documentation is a direct violation of the UAE Labour Relations Law, leading to serious consequences for businesses.
To curb illegal employment practices, MOHRE collaborates with the Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) to conduct nationwide inspections.
Any company found employing undocumented workers faces immediate administrative actions.
These include the suspension of their labor files and restrictions on obtaining new permits for domestic workers.
Additionally, offenders may face legal consequences, financial penalties, and potential referral to the Public Prosecution.

Under Federal Decree-Law No. 9 of 2022 on Domestic Workers, authorities strictly prohibit hiring individuals without valid permits or allowing them to work illegally.
Violators could face hefty fines ranging from AED 200,000 to AED 1 million, along with possible imprisonment.
To ensure compliance with labor laws, MOHRE advises employers to engage only with authorized recruitment agencies verified through official government platforms.
This helps maintain quality employment standards and ensures legal hiring processes for both Emirati and expatriate households.
Recent legislative updates have also brought significant changes, including extended probation periods for domestic workers, mandatory financial guarantees from recruitment agencies, and clear refund policies for recruitment fees under specific conditions.
These measures aim to protect workers’ rights and promote fair labor practices across the UAE.
MOHRE continues to enforce these regulations to create a transparent and lawful job market, urging all employers to adhere strictly to labor laws to avoid severe penalties.
