Islamabad, 28 Apr, 2025: Efforts to strengthen higher education in Pakistan continue as the Higher Education Commission (HEC) has approached the federal government, seeking an allocation of Rs86 billion for universities in upcoming fiscal year.
The appeal reflects a broader strategy to stabilise and advance the higher education sector, which faces significant financial challenges.
Funding Proposal for Academic Growth
HEC Chairman Dr. Mukhtar Ahmed conveyed hope that the federal authorities would recognise the pressing need for investment in higher education and approve the requested budget.
Stressing the vital role universities play in national progress, Dr. Ahmed emphasised that sufficient funding was essential to maintain educational standards and support academic research.
The proposed budget aims to cover both federal and provincial universities, ensuring a more balanced distribution of resources across the country.
Universities in Upcoming Fiscal Year planning are being closely monitored to address both infrastructural needs and operational requirements.

Addressing Provincial Concerns
During a recent meeting, Dr. Waseem Qazi, Vice Chancellor of Metropolitan University Karachi (MUK), pointed out that his institution had not yet received any financial grants.
In response, Dr. Ahmed assured that support would soon be extended to MUK and other universities facing similar issues, signalling the HEC’s commitment to equitable funding.
Last year, the situation was markedly different. Instead of an increase, the government had initially slashed the higher education budget to Rs25 billion, allocating resources solely to federal institutions.
This decision triggered strong opposition from provincial administrations, who argued that provincial universities were being unfairly sidelined.
Following intense negotiations and public criticism, the government eventually raised the budget to Rs65 billion, restoring financial support to provincial universities as well.
This adjustment was seen as a critical step towards preserving the autonomy and functioning of universities nationwide.
Focus on a Sustainable Future
For the Universities in Upcoming Fiscal Year, the HEC has made it clear that sustainable funding is crucial.
Educational leaders believe that a long-term financial strategy is necessary to foster innovation, improve teaching standards, and expand research initiatives.
Observers note that without steady investment, universities may struggle to maintain quality education, retain skilled faculty, and contribute effectively to national development goals.
