Islamabad, Oct 14: Asian Development Bank Appoints New Country Director to Strengthen Pakistan’s Economic Development Strategy. Xiaoqin (Emma) Fan has been named the new Country Director for Pakistan at the Asian Development Bank (ADB). Today, she formally began her work at the Pakistan Resident Mission.

Fan will be in charge of ADB’s activities in Pakistan as Country Director. Including the execution of the country partnership strategy (CPS), which places a high priority on accelerating growth, enhancing resilience, and enhancing competitiveness.

Additionally, she will be in charge of the consultation for the new CPS, which will run from 2026 to 2030. Being back in Pakistan to oversee the nation office makes me very happy. “I’m excited to further ADB’s longstanding collaboration with the Pakistani government and people,” Fan added.

In order to accelerate economic recovery, carry out reforms, and support laws and development procedures that generate employment, ADB will keep up its close collaboration with Pakistan’s federal and provincial governments, the private sector, and other stakeholders.

In addition to continuing to promote livable cities, rural development, digital ecosystems, growth centers, and regional cooperation and integration, we will increase our support for climate resilience, private sector development, and institutional development.

Fan, a native of New Zealand, has bachelor’s and master’s degrees from Lanzhou University in the People’s Republic of China (PRC) and a doctorate in economics from the Australian National University. She worked at ADB for 22 of her more than 30 years of professional expertise.Fan began working for Asian Development Bank as an economist in June 2002 and has since held increasingly senior roles in a number of areas throughout the organization. 

Before her current appointment, she was appointed as the Regional Director of the ADB’s Pacific Liaison and Coordination Office (PLCO) effective from June 2016 and Director of the East Asia Department Public Management, Financial Sector, and Regional Cooperation Division in 2019. In this role, she had been effectively constructing the finance sector’s pipeline.

Strategically directing the various ADB corporative programs’ sovereign-non-sovereign partnerships. Fan replaces Yong Ye, who served as Pakistan’s Country Director since 2021. Fan had positions as a researcher at Lanzhou University in the PRC. An economist at the New Zealand Institute of Economic Research in New Zealand. A policy adviser at the Department of Finance and Administration in Australia prior to joining ADB.
