Islamabad, 17 Apr 2025: In a groundbreaking move, the Ministry of National Health Services, in collaboration with NADRA, is introducing a national-level healthcare reform by linking medical records with CNICs.
The initiative, called ‘One Patient One ID’, aims to revolutionize how medical data is managed across Pakistan by assigning every citizen a unified medical profile based on their Computerized National Identity Card (CNIC).
Centralized Medical Records for Every Citizen
Medical Records with CNICs will enable health professionals nationwide to retrieve a patient’s medical history using their CNIC number.
This unified system will act as a permanent Medical Record (MR) number, ensuring consistency in treatment, prescriptions, and diagnostics regardless of location or hospital.

Federal Health Minister Dr. Mustafa Kamal, who led a strategy session with NADRA Chairman Lt Gen Mohammad Munir Afsar, emphasized that Pakistan currently lacks an efficient mechanism for maintaining patient data.
“This integration will not only modernize our healthcare infrastructure but also facilitate more accurate and timely treatment,” he stated.
Boosting Telemedicine and Access to Healthcare
The minister highlighted that digital innovation in healthcare is essential, especially for underserved populations.
Through this initiative, telemedicine services will be significantly enhanced, allowing patients in remote areas to connect with qualified doctors from major hospitals through virtual platforms.
Reducing Burden on Large Hospitals
Pakistan’s increasing population has led to overcrowding at tertiary care facilities. According to the minister, about 70% of patients bypass local clinics and flock directly to large hospitals for treatment, putting enormous pressure on urban healthcare infrastructure.
He stressed that the new One Patient One ID program will help decentralize healthcare delivery by enabling more efficient service at the primary and secondary level. “We must build a system that brings care closer to people’s homes,” he added.
