Islamabad, Oct 7: IT Ministry’s One-Window Operation Expedites NOC for Telcos
The Ministry of Information Technology and Telecommunication (MoITT) has launched the Right of Way (RoW) One-Window Operation, aimed at streamlining the process for telecom operators to secure No Objection Certificates (NOCs).
This initiative addresses a major hurdle in improving fiber penetration in Pakistan, where the complicated process of obtaining RoW NOCs has caused significant delays.
Challenges in the Current System
Telecom operators have faced difficulties as they need to obtain approvals from multiple government agencies, each with distinct procedures. This disorganized approach has impeded the progress of Pakistan’s National Fiberization Vision, which aims to enhance fiber connectivity across the country.
Features of the One-Window Operation
- Minimized Paperwork: The new system reduces the paperwork burden by allowing telecom operators to electronically submit their RoW applications for NOCs, thus eliminating unnecessary delays.
- Online Fee Payments: The operation enables online fee payments, enhancing transparency and efficiency in the process.
- Complaint and Dispute Management: A dedicated online system will manage complaints and disputes, ensuring quicker resolutions.
- Fiberization Mapping: This feature will track fiberization progress nationwide, providing real-time insights.
Benefits of the New System
By consolidating all procedural steps into a single platform, the RoW One-Window Operation aims to:

The federal government has also set a target of achieving US$ 25 billion in exports over the next five years, indicating its commitment to enhancing the country’s digital infrastructure.
