Islamabad, Apr 22, 2025: The National Testing Service (NTS) came under intense fire during a recent session of the National Assembly’s Standing Committee on Science and Technology, chaired by Khawaja Sheeraz Mehmood. Lawmakers raised red flags over the organization’s credibility, transparency, and legal framework.
Members of the committee voiced deep dissatisfaction over the lack of progress in previous investigations into NTS.
They questioned why inquiries had failed to produce tangible results, despite public accusations of misconduct.
The chairman highlighted that NTS had allegedly deceived citizens, yet no corrective measures or penalties had followed, reflecting a concerning absence of accountability.
The Federal Secretary for Science and Technology clarified that NTS is not a government entity. Instead, it is registered as a private firm in collaboration with COMSATS University.
Federal Minister for Science and Technology, Khalid Magsi, revealed that NTS has evolved into a large-scale commercial enterprise operating nationwide.
In light of these concerns, the committee resolved to summon the Rector of COMSATS University for the next meeting to clarify the institution’s involvement with NTS and address the questions raised.
The minister also expressed frustration over the university officials’ failure to attend the session.
He ordered the ministry to issue a formal notice to COMSATS University, emphasizing that their absence was unacceptable due to their direct link with NTS operations.
The committee further instructed ministry officials to provide a comprehensive report on NTS’s organizational structure, operational framework, and internal accountability systems in the upcoming session.

Alongside the discussion on NTS, the Ministry of Science and Technology also presented its proposed development budget for the next fiscal year.
The ministry seeks Rs. 11.75 billion to support 42 projects—33 ongoing and 9 new—under its innovation and research agenda.
The goal is to modernize the nation’s scientific infrastructure and boost research capabilities.
Committee members reviewed the funding proposal and sought greater transparency regarding project goals, priorities, and delivery timelines.
They emphasized the importance of efficient public spending and aligning scientific advancement with national interests.
A more detailed budget review is expected in the next committee meetings.
