Islamabad, Apr 29, 2025: The federal government has announced the initiation of a comprehensive “neighborhood surveillance plan” aimed at shielding the China-Pakistan Economic Corridor (CPEC) projects from possible insurgent threats.

During a recent session, the Cabinet Committee on Chinese Investment Projects (CCoCIP) underscored the critical importance of this strategy, describing it as a preventive measure against potential terrorist attacks targeting vital infrastructure projects.

The committee stressed the need for an expanded security approach, which should encompass not just insurgents but also those who support terrorist activities.

It also recommended that Chinese businesses participate in formulating and implementing Standard Operating Procedures (SOPs) to ensure their effectiveness.

Further discussions led to the allocation of security duties, with state-run organizations assigned the task of securing CPEC-related developments, while the Ministry of Interior and Narcotics Control (MoINC) is entrusted with protecting non-CPEC locations and Chinese citizens working outside CPEC zones.

The Ministry of Interior has been collaborating with multiple entities to develop a thorough SOP that will guarantee the safety of Chinese workers in Pakistan.

The report indicates that the SOP includes a security classification framework for evaluating and rating security providers, with the National Counter Terrorism Authority (NACTA) in charge of conducting threat assessments.

Furthermore, a helpline has been set up to assist foreign nationals, particularly Chinese workers.

The committee also emphasized that the SOPs should not only address security but also foster a favorable image, ensuring that security measures do not overwhelm or alienate local communities.

In addition to monitoring the enforcement of these protocols, the committee called on the Ministry of Planning, Development, and Special Initiatives to provide clarity on the security-related budget allocations for projects, ensuring funds are used effectively.

They also highlighted the necessity of digitizing police communications to safeguard sensitive information from potential interception.
