Islamabad, Apr 20, 2025: Beginning Wednesday, April 23, 2025 (25 Shawwal 1446 AH), the Kingdom of Saudi Arabia has enforced new rules requiring all individuals wishing to access Mecca to possess a valid entry permit, as part of the country’s yearly Hajj regulations, according to the Public Security Directorate.
Whether you’re a Saudi national or a foreign resident, no one will be allowed to enter the holy city of Mecca during the Hajj period without official documentation.
Who Is Required to Have a Mecca Entry Permit?
To legally enter Mecca, visitors must have one of the following:

A valid work authorization for duties in the holy areas, issued by the appropriate agency.

Verified residency documentation proving that the individual lives in Mecca.

An officially issued Hajj permit for the current pilgrimage season.
Applying for an Entry Pass
Applicants can request their entry clearance through the Ministry of Interior’s digital services, including:

These platforms are directly linked to the Tasreeh system, simplifying the permit approval process.
Workers engaged in Hajj-related services can now submit their applications online without physically visiting immigration offices.
Hajj Registration Only Through Nusuk Platform
All intending Hajj pilgrims must register exclusively through the Nusuk platform. Please note: Umrah, tourist, or visit visas do not permit entry for the Hajj pilgrimage.

Beware of Unauthorized Hajj Offers
Officials have cautioned against fake Hajj packages that include unlicensed transportation or lodging. Residents and citizens are urged to report such suspicious schemes via emergency numbers or directly to local law enforcement.
Final Exit Date for Umrah Visitors
The last date for Umrah visa holders to leave the Kingdom is April 29, 2025 (1 Dhul-Qi’dah 1446 AH).
Saudi Arabia Mecca Entry Staying beyond this date will result in legal action, including deportation, jail time, and monetary penalties.

Remaining in the country after your Umrah visa expires is a serious offense under Saudi law.
