Islamabad, Apr 20, 2025: Saudi Arabia has introduced updated guidelines for parcel delivery services. The new regulations from the Transport General Authority (TGA) mandate that all parcels must be accompanied by a verified national address starting January 2026.
In accordance with these regulations, logistics and delivery companies operating in Saudi Arabia will be required to refuse any parcels that lack a valid national address once the rule takes effect.
The TGA clarified that these measures aim to improve the efficiency and speed of parcel delivery services, ultimately providing a more streamlined and convenient experience for customers.
To help the public adhere to these new requirements, the TGA has outlined that national addresses can be verified and obtained through four official platforms: Absher, Tawakkalna, Sehhaty, and the SPL (Saudi Post’s Sable platform).
These measures are designed to regulate the rapidly expanding delivery sector, requiring non-Saudis to work exclusively through light transport companies within a 14-month period.

However, Saudi nationals are permitted to engage in self-employment within the delivery sector.
The new guidelines also require delivery companies to implement a face-verification system for their drivers, which will be directly linked to the TGA’s database.
Additionally, specific regulations have been established for the use of motorcycles in delivery services in collaboration with the Saudi traffic authorities.
Lastly, the new rules authorize the use of light transport vehicles for advertising purposes, in coordination with the Ministry of Municipal and Village Affairs.
