Islamabad, Mar 11 2025: Federal Minister for Information Technology and Telecommunication, Ms. Shaza Fatima Khawaja, announced on Tuesday that the Universal Service Fund (USF) has been tasked with expanding telecommunication services in unserved and underserved rural and remote areas.
Responding to a query by Senator Mohammad Humayun Mohmand during the 347th Senate session, the minister revealed that in the past 3.5 fiscal years (2021-2025), the USF has allocated Rs. 9.5 billion for the enhancement of telecom infrastructure in Khyber Pakhtunkhwa.
This investment has facilitated the provision of 2G, 3G, and 4G connectivity to 1,600 villages and enabled the extension of optic fiber cables across 1,159 kilometers of road networks, linking 67 Tehsil Headquarters and Union Councils.

Addressing a supplementary question from Senator Saifullah Abro, Shaza Fatima clarified that all the Universal Service Fund (USF) USF initiatives undergo an open and competitive bidding process.
Ensuring transparency and adherence to Pakistan Telecommunication Authority (PTA) regulations. Only licensed telecom operators are eligible to participate in these tenders.
She further reassured that the bidding mechanism remains transparent, with no reported grievances or legal disputes from any participating companies. The adherence to standardized rules and procedures guarantees fairness.
