Islamabad, Apr 20, 2025: The Ministry of Human Resources and Emiratisation (MoHRE) has refined and accelerated the UAE work permit process for overseas workers.

The updated system now offers employers a streamlined and digital pathway to hire both skilled and unskilled talent from outside the UAE.

Faster Work Visa Application System

Employers can now initiate applications through official MoHRE platforms using their UAE Pass credentials. When all paperwork is correctly submitted, many applications get immediate approval.

If anything is lacking, the employer will receive a prompt to complete the requirements. This procedure is applicable for hiring across all job levels.

Skilled vs. Unskilled Worker Guidelines

To classify a worker as skilled, MoHRE requires:

  • Authenticated academic certificates (validated by the Ministry of Higher Education).

  • Fees for verification to be borne by the employer.

  • Medical screening after the worker’s UAE entry.

  • A minimum salary of AED 4,000.

Unskilled workers don’t need formal educational proof but must still undergo basic approvals.

Key Documents for Work Permit Application

Employers must upload:

  • A clear passport-size photo with a white background.

  • Valid passport copy (minimum 6-month validity).

  • MoHRE-issued job offer letter, signed by both parties.

  • Certified educational documents (for skilled roles).

  • Professional licenses if required (medical, legal, educational sectors).

  • National ID for certain countries (e.g., Pakistan, Afghanistan, Iraq, Iran).

Updated MoHRE Work Visa Rules (100+ words)

The MoHRE work visa rules categorize job roles into levels:

  • Levels 1–2: Bachelor’s degree

  • Levels 3–4: Diplomas

  • Level 5: High school certificate

  • Levels 6–9: No educational qualification needed

How to hire foreign workers in UAE now follows a clear path:

  1. Log in with UAE Pass.

  2. Submit the application online.

  3. Documents are reviewed electronically.

  4. Receive instant approval or a notification for corrections.

  5. Pay government fees and upload bank guarantee or insurance.

  6. After the worker arrives and clears a medical test, the contract is finalized.

Eligibility & Replacement Policy

Employers must hold a valid trade license and comply with UAE labour laws.

Applicants must be 18+ and not currently holding another permit.

Permits can be replaced only twice within six months, and nationality changes are allowed, but job title and gender must match.

This revamped approach boosts efficiency and helps businesses grow with global talent.
