Islamabad, 25 Apr, 2025: Civil Servant Promotion rules in Khyber Pakhtunkhwa have undergone a significant revision, following the provincial government’s recent approval of an important policy change aimed at accommodating officers serving on deputation.

Under the new amendment, public sector employees who are currently working in other departments on deputation may now be considered for promotion, provided they give their formal consent.

Once elevated in rank, these officials will be required to return to their original cadre or parent department to take up their promoted roles.

Crucially, the updated regulation ensures that the time spent on deputation will not adversely affect the officer’s position in the seniority list.

This revision addresses a longstanding concern among government personnel about potential disadvantages linked to deputation service when being considered for career progression.

The decision is expected to streamline the civil servant promotion process and offer a fairer pathway for those serving in temporary assignments outside their core postings.

Officials familiar with the matter say the amendment aligns with broader administrative reforms aimed at enhancing transparency and encouraging merit-based advancement in the public sector.

Meanwhile, Prime Minister Shehbaz Sharif, while addressing a formal ceremony held for newly inducted probationary officers of the Pakistan Administrative Service (PAS), expressed his trust in the capabilities of young civil servants.

He noted that the country is at a crucial juncture and called on public servants to perform their roles with integrity, dedication, and a deep sense of responsibility.

The prime minister reminded the fresh officers that they would encounter a range of national challenges throughout their careers ranging from poverty and joblessness to public health issues, educational deficits, and sluggish administrative response times.

The reforms in KP and the prime minister’s remarks collectively underscore the critical role civil servants play in shaping the country’s future.

By making the promotion process more inclusive for deputed staff, and by inspiring a new generation of officers, both provincial and federal leaderships aim to strengthen governance and improve public service delivery across Pakistan.
