Islamabad, Mar 3, 2025: The Federal Board of Revenue (FBR) has provided Pakistan Revenue Automation Limited (PRAL) officials unrestricted access to its data to enhance enforcement measures.
In this regard, the FBR has instructed PRAL’s CEO to ensure complete collaboration with domain officers, adhering to the Terms of Reference (TORs).
As per an official notification issued on Saturday, domain officers will focus on software development, data analysis, reporting enhancement, and compliance management.
Their TORs encompass software development and implementation, requiring active engagement with PRAL teams throughout all phases of the Software Development Life Cycle (SDLC) to align with FBR’s objectives.
They will also coordinate with PRAL in drafting, reviewing, and approving Business Requirement Specifications (BRS) and Change Request Forms (CRF) to ensure that FBR’s legal, operational, and business needs are precisely integrated into software development.
Additionally, the TORs highlight collaboration with developers to enforce best practices in software engineering, ensuring that developed features align with FBR’s operational framework and business protocols.
Domain officers will also validate test cases, oversee rigorous software testing, and actively participate in user acceptance testing (UAT) to confirm system accuracy and performance.
Tax officials will play a key role in designing dashboards tailored to the specific requirements of FBR field officers.

hese dashboards will be user-friendly and updated regularly to provide actionable insights that enhance operational efficiency.
They will also propose automated data validation mechanisms to maintain data integrity.
Additionally, they will monitor the performance of data analytics tools and dashboards, gathering feedback from field officers to ensure effectiveness and relevance.
By continuously tracking the impact of data analytics on revenue collection, they will identify opportunities for optimization and ensure that data-driven strategies contribute to improved revenue generation and efficiency.
Domain officers are also tasked with implementing the Data Governance Policy approved by the FBR.
Their role includes overseeing the enforcement of this policy across all data-related activities, such as database management, software updates, modifications, and security controls.
They must ensure that all database changes comply with governance standards and maintain data security protocols.
Furthermore, they will recommend third-party audits of database access logs to verify compliance, ensuring adherence to data security standards.
Tax officials will also oversee the enforcement of the Data Governance Policy, ensuring that all applications, database activities, and software updates align with the required security and access controls.
They will enforce compliance with role-based access restrictions, ensuring only authorized personnel have data access while following the principle of least privilege.
