Islamabad, Mar 10, 2025: The Ministry of Information Technology and Telecommunication (MoITT) has submitted the Telecom Equipment Standards Regulations to the Cabinet Committee for Legislative Cases (CCLC), according to insider sources.
Previously, the Ministry of Law reviewed the regulations and forwarded them to the Cabinet Division for further proceedings.
However, the Cabinet Division returned the draft, instructing the IT Ministry to first present it before the CCLC before seeking final approval from the federal cabinet.
With this requirement now fulfilled, the draft is set for further deliberation at the highest level.
In its annual report, the Pakistan Telecommunication Authority (PTA) emphasized the formation of the Standards and Conformance Assurance Directorate, a specialized unit responsible for developing testing protocols that align with regulatory technical standards.
This initiative underlines PTA’s dedication to improving the reliability and performance of telecom devices in Pakistan.
The directorate is responsible for verifying that all telecom equipment complies with predefined technical criteria before market entry, ensuring minimal service disruptions and enhanced security.
The proposed regulations will be applicable to multiple stakeholders in the telecom industry, including licensed operators, manufacturers, and importers.

The framework outlines essential parameters such as electromagnetic compatibility, health and safety compliance, and radio frequency communication.
The core objective is to eliminate the circulation of subpar or non-compliant telecom products that may degrade network performance or pose safety risks to consumers.
As per PTA documents, the introduction of stringent testing protocols will help maintain seamless telecom services and mitigate technical problems caused by defective or unauthorized equipment.
By enforcing these standards, PTA aims to safeguard both end-users and businesses from the risks associated with unreliable telecom devices.
Furthermore, adherence to these guidelines will enhance the overall security and efficiency of Pakistan’s telecom sector.
With the CCLC review complete, the final step is federal cabinet assessment and approval of the regulations.
If sanctioned, the new regulatory framework will strengthen oversight on telecom equipment, ensuring that only high-quality, compliant devices reach the market, ultimately benefiting consumers and the broader industry
