Islamabad, Dec 2: The Environmental Protection Agency (EPA) Punjab has announced a comprehensive crackdown on single-use plastics, set to begin on December 10, 2024. The agency has issued a notification outlining amendments to existing laws, which will introduce fines ranging from Rs5,000 to Rs50,000 for violations. Penalties may also include sealing of premises and confiscation of materials.

Key Measures Introduced:

  1. Plastic Management Committees: District-level committees will be established across Punjab, chaired by Deputy Commissioners. These committees, which include officers from 12 departments, will be responsible for enforcing the law, promoting alternatives, and running public awareness campaigns.
  2. Registration and Regulation of Manufacturers: Factories producing plastic shopping bags must now register under the new laws. Updated registration fees and legal assistance will be provided through these committees.
  3. Public Awareness Campaigns: The EPA has instructed district officers to collaborate with Deputy Commissioners and District Police Officers to effectively implement the ban. Media campaigns will aim to educate the public, shopkeepers, and wholesalers about phasing out single-use plastics.
  4. Crackdown on Substandard Products: Strict actions will be taken against factories producing low-quality plastic bags to ensure compliance with the updated regulations.
  5. Promoting Alternatives: The committees will work with public representatives to encourage the adoption of eco-friendly alternatives, facilitating a shift to sustainable solutions.

Amendment to the Single-Use Plastic Act 2023:

The Punjab government has amended the Single-Use Plastic Production and Consumption Act 2023 to align with the new measures. The amendment provides a legal framework for monitoring, enforcement, and supporting stakeholders transitioning away from single-use plastics.

Sajid Bashir, EPA’s spokesperson, emphasized that sufficient time has been given to the public, retailers, and wholesalers to phase out single-use plastics, reinforcing Punjab’s commitment to addressing environmental challenges and promoting sustainability.
