Islamabad, Apr 13, 2025: In preparation for the upcoming Hajj pilgrimage, Saudi Arabia has implemented strict entry protocols for the city of Makkah. As per the latest update from the Ministry of Interior, individuals will require a special authorization to enter Makkah starting April 23.
This move is part of the Kingdom’s broader plan to streamline pilgrim movement and enhance safety during the sacred journey.
Additionally, all international visitors currently staying in the Kingdom on Umrah visas must depart no later than April 29.
Overstaying beyond this date will be treated as a breach of Saudi immigration laws and may lead to legal consequences.
From April 23 onward, expatriates residing across Saudi Arabia must secure an official entry pass to travel to Makkah.
Authorities have set up checkpoints, including the prominent Al-Shumaisi checkpoint, to verify documentation.
Those without a valid permit will be denied access and redirected.

However, residents whose Iqamas (residence permits) are registered in Makkah are not affected by this rule.
For work-related travel to the holy city, foreign employees must request official approval via the “Absher” or “Muqeem” platforms, depending on their job role.
Meanwhile, the Kingdom has announced a temporary halt on issuing Umrah permits through the “Nusuk” platform.
This suspension, effective from April 29 to June 10, applies to citizens from the Gulf Cooperation Council (GCC) countries and other foreigners residing in Saudi Arabia under various visa types.

These new directives are part of Saudi Arabia’s strategic approach to managing the annual Hajj pilgrimage efficiently.
By regulating entry and monitoring movement, the government aims to improve logistical arrangements and prevent overcrowding during one of the world’s largest religious gatherings.
