ISLAMABAD, AUGUST 6:  The registrar office has already transferred urban properties through sale deeds, and the Capital Development Authority (CDA) plans to halt transferring them further.

According to specifics, the decision makes the registrar office a more practical option for property transactions in Islamabad by addressing the difficulties of transferring property through the CDA, which necessitates many No Objection Certificates (NOCs).

Previously, properties having conveyance or lease deeds could only be subsequently transferred by a sale deed at the Joint Sub Registrar’s office, avoiding the CDA’s one-window facility, according to the CDA property manual. The CDA revised its handbook in 2022 to permit additional transfers of properties that had already been sold or transferred through conveyance and lease documents, provided that the original sale deeds were turned in ahead of time.

With a summary of the suggested modification to be given to the CDA board in a future meeting, the CDA is now prepared to overturn this decision. According to a senior officer, after the CDA was amended, the Federal Board of Revenue (FBR) completely prohibited property purchases through the registrar office. This move was later contested in the Islamabad High Court. The FBR’s order was eventually rescinded, negating the need for the CDA’s revision and aligning the registrar office’s registration of sale deeds with the legislative right.

The officer stated that in order to transfer urban properties, the CDA will resume its old procedure but with new requirements for the registrar office. A valid change of title letter from the CDA is required before any additional transfers, as are the required NOCs from the CDA’s Estate Management, Building Control, and Revenue Directorates. If the summary is accepted, transactions completed between October 28, 2022, and July 31, 2024, will be safeguarded.

In other news, the CDA board will soon decide whether to sanction the hiring of a consultant to create an Islamabad safari park. Three possible locations have been identified, according to a senior environment wing officer, and a reputable consultant will be hired to evaluate the project’s technical and financial viability. Combining adventure and conservation, the Wildlife Safari Park will have a jungle theme, tree homes, up-close animal encounters, and an animal rescue and rehabilitation facility. The aforementioned policy modification and the forthcoming Safari Park initiative are indicative of the CDA’s continuous endeavors to enhance urban governance and leisure amenities in Islamabad.
