Islamabad, Apr 29, 2025: As the sacred pilgrimage of Hajj draws near, the Saudi Ministry of Interior has implemented firm penalties to ensure only authorized pilgrims participate in this religious event.

The new directives, aimed at maintaining order and safety during Hajj 2025, include substantial fines and severe repercussions for those who attempt to bypass official procedures.

Individuals caught trying to perform Hajj without the required government-issued permit will be fined up to 20,000 Saudi Riyals.

The authorities have clarified that this applies equally to both citizens and foreign nationals residing or visiting the Kingdom.

In addition, tourists or visitors holding a visit visa who attempt to enter the sacred areas of Makkah and Madinah during the Hajj period will also face a fine of up to 20,000 Riyals.

These regulations are being strictly enforced to preserve the sanctity and security of the holy sites.

Furthermore, anyone found assisting unauthorized pilgrims—whether through transportation, guidance, or other forms of aid—will be subject to a penalty of up to 100,000 Riyals.

This includes individuals or entities who provide shelter, accommodation, or logistical support to unregistered pilgrims.

The Saudi government has also made it clear that violators and anyone found aiding them will not only face monetary penalties but will also be deported from the country. In more serious cases, they could face a 10-year ban from re-entering Saudi Arabia.

These tough measures will be implemented from the 1st of Dhul Qadah until the 14th of Dhul Hijjah, a period leading up to and including the Hajj season.

Authorities urge all intending pilgrims to comply with the official guidelines to avoid legal consequences and ensure a smooth and spiritually fulfilling pilgrimage.

Saudi Arabia’s firm stance comes as part of its larger efforts to manage the massive influx of pilgrims every year and ensure that Hajj is performed safely, peacefully, and in accordance with Islamic principles and national laws.
